[Swansea Hackspace] Locks & Lockpicking

I can’t imagine a burglar making the excuse that he is going to a housebreaking tutorial event with his mates.

So, is lock-picking illegal? (I know illegal entry is… illegal) or are just carrying the tools illegal? If so, how do locksmiths operate?

I would also be interested BTW.
