Hi  Paul,
Thanks for your e-mail. It is a very interesting concept and an
application.

I would recommend to use FDM/FFF printing technology and a thermoplastic
PLA material.
There is no need to generate a customised frame if it goes on the top of
the mask (moreover not all people have an access to iphones to scan their
faces to get bespoke anatomical surface data).
Customisation can be realised by heating up a flat 3D printed/moulded
template (3-4mm thickness, 4-5mm width) with a heat gun or hot water and
shaped directly on the face above a mask.
